Serves as a Senior Civil Engineer for airfield pavements within the Office of Airport Safety and Standards, Airport Engineering Division, AAS-100. The incumbent applies experience and comprehensive knowledge of civil engineering principles, theories, and concepts to conduct engineering studies to determine the effectiveness, efficiency, and economy of established and proposed airport pavement projects; analyzes and evaluates information, identifies current and potential problems, develops methods to reduce cost or improve productivity/response or similar positive changes or required revisions.
Evaluates local exceptions to pavement construction standards to achieve the best pavement product for the cost. Revises and/or manages the update of assigned FAA Advisory Circulars (AC) and Engineering Briefs (EB). Coordinates all changes to AC’s and new EB’s with industry, airport engineers, airport sponsors, Air Traffic Organization, Flight Standards, and legal counsel.
Acts as representative of FAA Airports in interaction with other FAA organizations, other government agencies, aviation industry interest groups, and foreign governments, often speaking before large audiences.
Coordinates with managers, supervisors, contractors, etc., to resolve or mitigate issues when possible, and provides orally or in writing, detailed recommendations for consideration. Defines and develops standards, criteria, requirements and related system/program elements; evaluates validity of program assumptions and mitigation. Monitors the dissemination and implementation of approved changes.
Sponsors and oversees a comprehensive research program in all areas of pavement technology.
Reviews Modification of Standards (MOS) requests and recommends appropriate action. Evaluates trends on types of MOS submissions and recommends solutions to minimize MOS submissions.
Prepares briefings on new airport design, pavement criteria and Airports Division programs, policies and guidance.
Communicates and promotes awareness of these initiatives to FAA organizations, government agencies, aviation industry groups, foreign governments and the International Civil Aviation Organization.
Prepares research request, advice and guidance to research programs in airport technology conducted by the Federal Aviation Administration William J. Hughes Technical Center.
Prepares correspondence for review by management including congressional responses, briefing papers, approval letters and guidance to sponsors associated with all aspects of airport development.
Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
