The incumbent serves as a confidential assistant to the Chief Operating Officer (COO) and acts as an office manager for the group. The position requires high degree of discretion in supporting OCOO, including handling activities that will lessen the Chief Operating Officer's workload and address his/her time constraints.

Status Candidates (Merit Promotion and VEOA Eligibles)
Serves as the lead for all other employees performing similar functions in the OCOO's subordinate offices and serves as liaison with the similar staff in the office of the Director or in any administrative working groups.
Serve as the confidant and personal assistant to the COO and will be relied upon as valued member of a dynamic team with responsibility for managing the subordinate offices of the Division.
Accomplishes special projects as directed by the COO. Researching and/or analyzing complex program issues. Determines pertinent issues and collects relevant information from a wide variety of sources. Reviews information and applies standard analytical techniques.
Assists in studies and developing methods to improve the accuracy, adequacy, and timeliness of disseminating information about projects and programs to managers throughout OCOO. Must consider the information needs, interests, and level of detail needed to satisfy a wide variety of user requirements.
Manages office operations, which includes managing COO's calendar with complete authority for time commitments. Schedules meetings and makes arrangements, such as preparing agendas, notifying participants, and arranging luncheons and similar matters. Ensures all official protocol obligations are met. Makes travel arrangements for the COO and his/her staff.
Acts as office manager for OCOO, ensuring that practices and procedures used by other OCOO administrative staff are consistent with those of the Office of Chief Operating Officer.
Develops practices and procedures for OCOO administrative staff where necessary.
Prepares agendas for and OCOO periodic training in all phases of secretarial work such as correspondence, telephone procedures, publications, directives, reports, and public relations responsibilities.
Establishes and maintains effective working relationships with agency staff, members of the banking and financial community and their staffs, federal, state and local officials including Cabinet members, Congressional staffs, and the general public.
Serves as liaison on office support services. Maintains a list of all maintained and transferred files, including their locations. OCOO reception services for all visitors and telephone calls, referring each to the appropriate staff member. Places service orders in accordance with established procedures.
Manages correspondence services for an organization with a mission that affects a wide range of agency activities. Receives and tracks all correspondence directed to the OCOO front office. Determines if a response is necessary and determines the person responsible for drafting the OCOO's response. Originates correspondence on matters that do not require the Chief Operating Officer's personal attention.
