Duties

Help

This position serves as the Deputy Chief, Program Management Division, for the Coast Guard Director of Operational Logistics (DOL) in Washington, D.C. The primary purpose of the Program Management Division (DOL-82) is to coordinate and manage resources for DOL and its subordinate units. The primary purpose for the position is to serve as the deputy for DOL Program Management and provide budget formulation advice to the DOL, serve as the DOL technical expert for resource management, and direct the out year budget formulation program of the DOL, including DOL field units (Bases, Base Detachments, etc.). The incumbent will serve as a senior Coast Guard long-range/strategic planning analyst; to provide Coast Guard leadership expertise in developing, evaluating and disseminating costs of various Deputy Commandant for Mission Support (DCMS) programs. The incumbent is responsible for administering the strategic budget build process and addressing resource shortfalls for the DOL.

Typical work assignments include:

  • Conducting resource allocation studies and program analyses to determine the suitability, proposed effectiveness, and secondary effects of resource requests.
  • Developing appropriate reallocation strategies to address unanticipated and exigent resource needs for subordinate units.
  • Analyzing the effect of high level decisions on the overall strategic planning processes.
  • Appling Coast Guard expertise in budget/forecasting to develop strategy, policy and planning and programming guidance across a broad range of highly complex qualitative and quantitative analyses of programs, policies, and issues that have major impact on Coast Guard and DHS policies.
  • Programming Guidance and Strategic Planning Guidance.
  • Performing risk/benefit, dollar cost/economic analysis in support of decision making on significant issues.
  • Conducting technical and administrative work involving resource management functions and activities supporting resource life cycle management.
  • Advising on current and future implications of program and budget actions, obligation trends, and the overall financial picture at any given time.
  • Providing results of studies, analyses, and evaluations to counterpart agencies to share experiences and thereby improve overall defense level planning in areas of assignment.
  • Preparing reports, responses to queries, justifications and background papers on the technical aspects of areas of expertise and assignment.

Qualifications

To be considered at the GS-14 level: Applicant must have one year of specialized experience equivalent to at least the GS-13 grade level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. implementing financial policies and procedures; providing guidance on budgetary strategies, preparation and tracking; monitoring current financial requirements of assigned programs; and managing accounts to ensure funds are available to meet program requirements.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
