This Title 32 permanent position is open to the following: AREA I - All dual status permanent excepted technicians in the Montana Army National Guard & AREA II - All qualified members of the Montana Army National Guard to include temporary and indefinite employees.
This position is located in the Montana Army National Guard Garrison Training Center. Responsible for all live fire training facilities and impact areas located on the training center. Principal Advisor on all matters pertaining to the use of training center range facilities, and is responsible for conduct and safe firing of live ordnance. Manages Title 32 technicians, state and contract employees, and M-Day soldiers. Develops state and Federal financial budgets to include the range and training land program, Integrated Training Area Management Program, and state budgets. Coordinates all installation administrative and logistical support necessary to provide using units with installation facilities, subsistence, security, and training requirements. Plans and coordinates specialized training events involving Active and Reserve Component Special Operations Forces of a classified nature. May support JCS level exercises for Commanders in Chief of Combatant Commands such as U. S. Central Command.
Responsible for the overall management of timing, coordination, and safety of combined arms firing exercises which involves armed aircraft, maneuvering, mounted and dismounted types of indirect and direct fire. Ensures that all are conducted simultaneously, without incident or mishap. Supports commanders and staff officers from all active and reserve military units (and nonmilitary organizations) in tactical training requirements within the training center. Manages an extensive maneuver complex and multiple live-fire ranges at the training center. Advises organizational personnel on all matters pertaining to safety in the firing of live ordnance. Maintains overall responsibility for developing and enforcing the installation range safety program and directs preparation and staffing of all installation range safety publications. Responsible for the overall enforcement of safety parameters for all non-standard firing ranges. Oversees the development and updating of the training center Five-Year Range Development Plan in coordination with divisions. Advises, assists and directs senior commanders and staff officers on matters pertaining to the capabilities and limitations of the training center range complex and maneuver safety program. Maintains appropriate security clearance in order to receive and give classified briefings. Oversees site surveys for using units and determines all support requirements necessary to support unit training. Approves using unit concept of operations and training scenarios prior to execution by using units. In coordination with other directorates, ensures a safe hunting/fishing program.
Maintains overall responsibility for the planning, directing, and management of range operations and range maintenance activities. Produces and updates regulations and directives pertaining to range operations and activities. Develops, prepares, and approves training center range regulations as required. Reviews correspondence pertaining to the operation and allocation of available range assets in support of battalion and brigade size military units. Receives and replies to requests for use of the training center maneuver complex, ranges, and all other installation-training facilities. Plans for mission accomplishment considering resource constraints. Manages personnel to ensure timely and adequate maintenance of range facilities in coordination with engineering and housing related work. Monitors the allocation of range areas to ensure compliance with all policies and procedures and in accordance with needs and priorities to ensure maximum safe utilization. Assists units in solving problems that arise during training. Resolves conflicts from using units wishing to utilize the same facilities and maneuver areas at the same time. Must be knowledgeable on current military training doctrine. Makes informed decisions on the ability of using units to conduct specialized/classified training events using an extensive risk management program. Makes recommendations to the training center commander and using unit commanders to approve or amend requested specialized or classified training events. Conducts specialized or classified operational, safety, and capability briefings in support of unique training events. Resolves complaints arising from the use of installation facilities or complaints involving support personnel.
Directs the installation security and force protection programs. Insures compliance with appropriate regulations and directives. Issues force protection guidelines and force protection conditions levels as directed by higher headquarters.
Performs the duties of the Garrison Deputy Commander in their absence.

GENERAL EXPERIENCE: Do you possess experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Do you possess at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Substitution of Education for the Specialized Experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
