This position serves as the Senior Counsel to the Chief of the Office of Legal Programs (Legal Programs) of the Executive Office for United States Attorneys (EOUSA). Legal Programs is functionally responsible for providing management support, assistance and advice, and policy guidance regarding legal process and procedures for the United States Attorneys in a variety of programs and areas, including: affirmative civil enforcement, appellate, asset forfeiture, bankruptcy, border and immigration, child exploitation, civil defensive litigation, civil rights, cybercrime, eDiscovery, financial litigation, health care fraud, human trafficking, narcotics, Native American issues, victim-witness, violent crime, and white collar crime. The Senior Counsel is responsible for the following:
-Provide support and legal advice to the USAOs on programs and policies, assuring follow-up on issues and questions raised, and obtaining the necessary information.
-Research complex legal questions; drafting interpretative guidance and opinions; and make substantive recommendations on a variety of legal matters.
-Provide a full range of management and support services to EOUSA and the USAOs in a variety of assigned legal program areas.
-Identify and analyze issues, problems, opportunities, program strengths and weaknesses, and the need for changes in operations and policies nationwide.
-Recommend appropriate changes to operations and policies to ensure adherence with applicable authorities and to promote program effectiveness.
-Initiate and maintain effective communications between EOUSA, United States Attorneys and their staffs, client agencies, congressional staff (where appropriate), Department officials, investigative agencies, and other agencies to promote and further the interests of the USAOs.
