Incumbent has program responsibility for prescribed fire, fuels management, smoke management, and wildland fire within their respective park unit.
This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist for High Complexity units and requires selectee to meet the minimum qualification standards for IFPM prior to being placed into the position. Selective Factors: The applicant must possess all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position (CURRENCY IS REQUIRED):
1. Prescribed Fire Burn Boss Type 2 (RXB2)
2. Incident Commander Type 3 (ICT3), or Task Force Leader (TFLD), or Helibase Manager (HEBM)
Selectees for IFPM positions requiring currency will be required to obtain and maintain currency for the NWCG qualifications listed above.
SELECTIVE FACTOR: Candidates must possess a minimum of 90-days of wildland firefighting experience. Wildland fires are categorized in two distinct types: WILDLAND FIRE: Unplanned ignitions or prescribed fires that are declared wildfires, AND - PRESCRIBED FIRES: Planned ignitions - Fire line experience gained on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in orders to be creditable as previous wildland firefighting experience.
You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered.

BASIC EDUCATION REQUIREMENT: Successful completed a full 4-year course of study leading to a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must provide a copy of your transcript(s). - OR - A combination of education and experience which included at least 24 semester hours of upper level courses equivalent to a major, as shown above, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, natural resources or related discipline. To qualify at the GS-09 grade level:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-7 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include (1) Wildland fire activities (such as planning and/or implementing prescribed fire or managing wildfires) to ensure resource objectives can be met from a fire management standpoint. (2) Developing and/or implementing initial attack incident management strategies and tactics to meet the stated resource objectives. (3) Implementing mitigation measures during wildland fire activities to protect sensitive habitats, endangered species, sensitive plants, or cultural values.

EDUCATION: Successful completion of at least wo years of progressively higher level graduate education leading to a master's degree or 2 academic years of progressively higher level graduate education leading to a master's degree in a field of study corresponding to the course work defined above. Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take six months of specialized experience (50% of the experience requirement), and 27 semester hours or 41 quarter hour of graduate level education as described (50% of the education requirement). To Qualify at the GS-11 grade level:
EXPERIENCE: I possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. For this position at the GS-11 level, specialized experience must have included all of the fire program management elements as described below:
(1) Reviewing and evaluating fire management plans for ecological soundness and technical adequacy.
(2) Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken, and;
(3) Developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management.
In addition to the Fire Program Management elements listed above, appropriate experience must have included EITHER prescribed fire/fuels management -OR- fire management operations as described below:
Prescribed Fire/Fuels Management: Experience in a broad range of prescribed fire/fuels management activities such as: 1) inventory methods and procedures, 2) fuel treatment methods and programming, 3) land use planning and environmental coordination, and 4) evaluating prescribed burn plans or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained. You must clearly document this experience in your resume.
-AND/OR -
Fire Management Operations: Experience analyzing and applying fire management strategies, plus experience in at least five of the following activities: mobilization and dispatch coordination, fire prevention and education, training, logistics, equipment development and deployment, fire communication systems, suppression and preparedness, and aviation. You must clearly document this experience in your resume.

Successful completion of at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field related to the position being filled as described above.

Successful completion of a combination of education and experience. To combine education and experience take six months of specialized experience (50% of the experience requirements), and 45 semester hours or 68 quarter hours of graduate education in the fields of study described (50% of the education requirement).

Physical Demands: The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time.
Working Conditions: Work is perform both in-doors (office) and out-of-doors (field work). Office conditions require long periods of sitting, working with computers and general lifting, and bending and reaching. Field conditions are performed in various conditions and often involve steep terrain where surfaces may be extremely uneven, rocky, covered with vegetation, and in smoky conditions.
Temperatures vary from above 100 degrees F to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Personnel must adjust and cope with exposure to adverse weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances. The employee may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (boots, hardhat, gloves, flame resistant clothing, etc.). Work may require travel by light fixed-wing or rotor-wing aircraft.
Air Quality: Poor air quality afflicts Sequoia and Kings Canyon National Parks, especially during summer months - generally May to October. High ozone levels may be the most harmful pollutant here.
