The Roseburg VA Medical Center Green Environmental Management Systems (GEMS) program manager is the key member of the VAMC GEMS Committee responsible for responsible for implementing, developing and maintaining, and ensuring the GEMS Program remains compliant with ISO 14001 Environmental Management System across RVAMC organizational elements.
The GEMS program manager is responsible for coordinating the efforts of RVAMC staff involved with the GEMS to ensure that the GEMS are developed and implemented in accordance with VHA and VA medical center policy and guidance. The GEMS program manager is further responsible for ensuring that the GEMS results in findings and conclusions that lead to continual improvement of environmental programs at the RVAMC.
Additional duties include alternate asbestos projects, assists Industrial Hygienist in developing facility wide and service specific objectives and targets and procedures for the program. The GEMS Program Manager assists in the development of facility wide goals and policies. The GEMS program manager participates in the national- level GEMS committees within VHA, as well as liaising with OSHA, EPA, DEQ, VEGA, and other inspectors/surveyors.
The GEMS program manager leads site inspections at hazardous waste disposal, transport, or storage facilities where the problems may not be easily identified or conventional in nature. He/she evaluates work practices, determines compliance with applicable laws and regulations, and develops changes to control or eliminate potential or existing hazards or violations.
The GEMS program manager investigates routine violations of all environmental (including pesticide, DOT, OSHA, EPA and DEQ) laws and prepares abatement actions. He/she gathers and examines evidence of violations; prepares warning letters, complaints, administrative orders, etc. and assembles case files for civil and criminal actions.
The GEMS program manager demonstrates relationships between the operation of the RVAMC with human health, ecosystems, environmental medial and natural resources.
The GEMS program manager plans, organizes implements, oversees, and provides technical assistance to achieve and maintain compliance with current federal, state, and local environmental regulations. Assignments include, but are not limited to, domestic and industrial wastewater treatment and disposal; safe drinking water; treatment, storage and disposal of hazardous and non-hazardous solid waste; release of hazardous material/spill response; air pollution control; developing and maintaining the Facility's SPCC Plan, environmental media permitting; toxic substances; storm water, NEPA and regulatory oversight.
The GEMS program manager may also develop or assist in developing projects related to above/underground storage tanks, storm-water/sewage, boiler plant or other environmentally related Projects as necessary etc.
