Duties include but are not limited to the following:

Prepares or assists in the preparation of written audit plans that are designed to fully develop each potential finding discovered during the audit.
Assembles and reviews background information relevant to the objectives established for the audit by higher level authority.
Based on the written audit plan, performs work in the following areas: audit entrance and exit conferences; data gathering, analysis, and summarization; reviewing policies and procedures to assess compliance of program operations; preparation of audit documentation; and audit report writing.
Plans the use of advanced audit techniques such as statistical sampling, special computer extracts, data matching, regression analysis, and other quantitative methods when such applications are within the capabilities of the audit staff and will improve the quality and timelines of the audit.
Assesses findings against applicable criteria to draft clear and comprehensive reports of audit findings, conclusions, and recommendations for corrective action.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

BASIC REQUIREMENT

In order to qualify for this position, applicants must fulfill the basic requirements via one of the two options below:

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. NOTE: Applicants must submit supporting transcripts.
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. NOTE: Applicants must submit supporting transcripts.

MINIMUM QUALIFICATIONS

In addition to meeting the above basic requirement, applicants must meet ONE the following minimum qualifications.

GS-11

In order to qualify for the position at the GS-11 level, applicants must meet ONE of the requirements as described below:

Specialized Experience: One year of specialized experience equivalent to at least the GS-09 level in federal service that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: (1) performing specific audit assignments within a team; (2) assisting with or performing initial audit planning; gathering, analyzing, and summarizing data and audit results; (3) preparing or assisting in the preparation of portions of the draft and final audit reports; and (4)ensuring that all audit work (planning, performing and reporting) meets the requirements of Generally Accepted Government Auditing Standards.
OR
Education: Three full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit supporting transcripts if qualifying based on education.
OR
Combination of Education and Experience: A combination of graduate level education and specialized experience equal to 100% of the specialized experience requirement. (Only graduate education in excess of 36 semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit supporting transcripts if qualifying based on education.

GS-12

In order to qualify for the position at the GS-12 level, applicants must meet the following requirement as described below:

Specialized Experience: One year of specialized experience equivalent to at least the GS-11 level in federal service that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: (1) planning and executing extensive audits including cross-organizational inspections; (2) conducting briefings before and after audits with management; (3) gathering, analyzing, and summarizing data and audit results; (4) preparing and assisting in the preparation of draft and final audit reports; and (5) ensuring that all audit work (planning, performing and reporting) meets the requirements of Generally Accepted Government Auditing Standards.Applicants must meet all qualifications requirements by the closing date of the announcement.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level.(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
