The Environmental Protection Specialist (GEMS Program Manager) is the primary approach and responsible person that addresses all environmental performance in a manner that meets the requirements of Federal, state, and local environmental statutes and regulations; applicable Executive Orders and VA and VHA Directives. Plays a vital role in planning and administering environmental programs (environmental impacts of human activities on air, land, water, and other media).

Supports VISN with the development of environmental goals, policy, and procedural documentation.
Provide guidance, oversight and consultation with management to consult and resolve to address and resolve compliance findings.
Develops, implements and manages environmental goals, policy, and procedural documentation.
Advises facilities within the Healthcare System (HCS) on environmental program implementation to meet regulatory and internal VA requirements.
Identify and implement training, policies, operational requirements and engineering controls needed to comply with evolving and dynamic environmental regulatory requirements.
Monitor environmental compliance through ongoing review of operations and program management as they pertain to Federal, State and local environmental statutes, regulations and other related environmental requirements, Executive Orders, VA and VHA policies.
Conducts environmental audits and performs investigations at facilities within the HCS, and provides advisory support and specialized training to environmental staff.
Applies expert knowledge of environmental laws and regulations to assist facilities with compliance activities.
Develop, implement and periodically review GEMS requirements in accordance with the principles of ISO 14001, Federal, State and local environmental statutory law, Executive Orders, VA and VHA policies, and this directive.
