Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and separately submit a written narrative response to the Technical Qualifications (TQs) listed below.

TECHNICAL QUALIFICATIONS - MANDATORY
All applicants must submit a written narrative response to the following TQs. You must address each TQ separately. Each TQ narrative must not exceed two (2) pages. Please include examples that emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.

Demonstrated knowledge, experience, and ability in project management consisting of managing, prioritizing, organizing, and implementing multiple projects and processes using standard program and project management practices in a highly efficient manner, including experience and ability deploying and implementing a state-of-the-art financial information system in a complex organization within budget and scheduled timeframes and/or the management of such a system.
Demonstrated knowledge, experience and ability in oversight and risk management involving a large, diverse investment portfolio, including leading subordinate staff responsible for such a portfolio, resolving complex financial and investment issues, as well as coordinating with appropriate officials within and outside a large organization to address specific challenges and oversee policy development and implementation.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

ECQ 1: LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. (Competencies: conflict management, leveraging diversity, developing others, team building)

ECQ 3: RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
