As a Government Information Specialist (Civil Rights), GS-0306-9, you will:
• Respond to public inquiries or requests by providing guidance on the various statutes.
• Interpret and apply laws, regulations, policies and guidance regarding federal and student information in order to determine disclosure and access to Federal agency or school records for inquiries.
• Assist higher level specialists in preparing and negotiating agreements by researching and drafting proposed agreement, and participates in negotiation.
• Investigate complaints and inquiries alleging violations of federal information management statutes. Interview parties, review documents pertaining to agency or institution policy and practices, and analyzes data to prepare findings.
• Prepare responses to inquiries from the public, parents, students, school officials, and State education officials about the laws Privacy, Information and Records Management Services (PIRMS) administers.
As a Government Information Specialist (Civil Rights), GS-0306-11, you will:
• Review and analyze incoming FOIA/PA requests which include responding to public inquiries by providing guidance on the various statues, by researching, analyzing, and evaluating data for response to information requests.
• Interpret and apply laws, regulations, policies, and guidance regarding federal and student information.
• Make determinations about disclosure and access to Federal agency records, and provides guidance for the collection, use, and dissemination of government information and the maintenance and management of Government records.
• Respond to public inquiries or requests, providing guidance to the public on these statutes, working with OCR's Director of the FOIA team to implement policies and procedures for managers and employees within OCR and clarify and resolve issues.
• Keep abreast of recent developments in the field of public disclosure, including recent court and department decisions, current legislative resolutions or problems encountered within the FOIA program.

Specialized Experience for the GS-9
One year of experience equivalent to the GS-7 performing all three (3) of the following duties or work assignments:
1. Experience processing FOIA requests, identifying exemptions under the FOIA Act, completing redactions and segregations, and providing FOIA reports.
2. Experience in critical thinking and problem solving to gather and analyze facts, draw logical conclusions and/or make recommendations.
3. Experience that demonstrates an ability to manage and organize large volumes of information.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 2. Experience supporting general office operations to include managing a database, compiling reports, drafting correspondence, directing communications, and serving as a public liaison.
3. Experience applying redactions to records using Adobe, FOIA Express or similar redaction tool to exclude information from records and annotate the appropriate exemptions code near the redacted material.
