This position is located in the Office for Budget, Finance and Award Management (BFA), Division of Institution and Award Support (DIAS). DIAS has broad responsibilities related to oversight of NSF investments (financial analysis, advanced monitoring, audit resolution) of institutions receiving NSF funds; development of NSF policies and procedures; outreach; as well as design and development of electronic systems that impact award management and facilitate implementation of NSF policies and business practices facilitating the work of NSF staff and the STEM research community.
DUTIES:
Writing, Proofreading, and Editing. Assists CAP staff in drafting and improving the quality of final work products, including final analyses, formal correspondence, memoranda, and presentations. The student will be initially tasked with reading, reviewing and editing/improving standard written work assignments and associated work paper documentation completed by the Cost Analysts. This will provide an outline and initial understanding of the work performed within the CAP Branch and by DIAS generally and the expectations concerning a completed assignment and the associated work paper files. Eventually with adequate training and close supervision/mentoring they will develop or assist in the development of final work products, including final analyses, formal correspondence, memoranda, and presentations.
Indirect Cost Rate (ICR) Negotiation. Working directly under the mentorship of the Lead Analyst- Indirect Cost Rate Negotiation, assists and participates in the analysis of ICR proposals, supporting financial statements, and cost data submitted by organizations/institutions over which NSF has rate cognizance. Contacts institutions to obtain and clarify supporting information. Disseminates ICRs negotiated by NSF as requested by other federal agencies. Assists NSF Program Officers (POs) and other NSF staff in the understanding and use of ICR-related information; assists awarding officials in clarifying various aspects of institutions’ financial statements, accounting, and administrative matters related to ICRs.
Advisory Services for New Performing Organizations - Pre-award Budget and Financial Reviews. Working directly under the mentorship of the Lead Analyst-New Performers, assists and participates in cost analysis and the review of accounting and internal control systems of potential new NSF awardees. Participates in the evaluation of potential awardees’ business, financial, management and administrative policies and procedures to assess their ability to carry out the terms of potential awards. Assists in the analysis of direct and indirect costs proposed on NSF awards, and provides advice to grant and contract specialists in determining allowability, allocability, and reasonableness of proposed costs in accordance with applicable federal cost principles.
Small Business Innovation Research (SBIR)/Small Business Technology Transfer (STTR) Phase II. Working directly under the mentorship of the Lead Analyst-SBIR/STTR, assists in the pre-award review process for budget, financial capability, and accounting systems for potential SBIR/STTR Phase II awards. Receives cost information and new awardee packages; transmits NSF award system (eJacket) information to Certified Public Accounting (CPA) firm(s); reviews and tracks status of CPA work; prepares and transmits DIAS analysis and final recommendation to DGA, DACS, and program offices. Prepares electronic files or paper files, as appropriate. Coordinates information flow between DIAS and SBIR program staff. Provides support for SBIR/STTR conferences and other outreach events.
Advisory Services for Large-scale Budgets. Working directly under the mentorship of the Lead Analyst-Large Budgets, assists and/or participates in budget analysis for proposals exceeding established thresholds (currently $20M), including financial capability, accounting system, and budget reviews as requested by DACS and DGA Grants Officers. Organizes and maintains electronic records of assignments and summaries. Maintains electronic and/or paper files and other documentation supporting CAP recommendations. As requested, participates in analyses of supporting information, work papers, and summaries of assignment.
Administrative Assistance to DIAS Senior Management. Provides administrative support for division operations such as travel preparation; scheduling, logistics, and set-up of large meetings; and telephone coverage. As requested, works with DIAS Senior Management on special projects such as development of PowerPoint presentations, spreadsheets, briefing books, and communications within and external to NSF.
