Duties

Help
  • Providing leadership on all matters related to compensation/payroll processing procedures and practices within Enterprise Services (ES).
  • Coordinating the application and implementation of new guidance and assures general consistency in interpretation.
  • Developing interpretive material, and recommended courses of action, as a result of new legislation or major court, administrative, or top management decisions.
  • Providing program leadership for the formulation, establishment, and coordination of a payroll and compensation program.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Minimum Qualifications: ZA-3: You qualify for the ZA-3 band level if you possess one year of specialized experience, equivalent to the GS-09 grade level or equivalent band in the Federal government, performing the following duties:

  • Analyzing and resolving payroll issues including but not limited to complex time and attendance issues.
  • Providing analytical problem solving skills to determine appropriate corrective action on payroll and personnel issues.
  • Providing authoritative recommendations, consultation and technical advice to customers...
OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.; or a combination of the required experience and education for this grade level.

Time-in-Grade Requirements:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. You will be evaluated for this job based on how well you meet the qualifications above.

If you meet the minimum qualifications, we will use an Assessment Questionnaire to place you in one of three categories based on your experience, education and training. The competencies or knowledge, skills, and abilities needed to perform this job are:

  • Knowledge of a variety of payroll and compensation rules, compensation programs and their flexibilities.
  • Skill in applying, a wide range of advanced HR principles, concepts, and practices primarily in the fields of payroll/compensation to provide consultative service, expert advisory service, and authoritative policy interpretation on HR issues.
  • Ability to conduct process reviews to evaluate effectiveness of current processes and practices and to develop proposals to change or improve them.

Based on your responses, you will receive a score from the Assessment Questionnaire. Those applicants who meets or exceeds the cut-off score will be referred to the hiring manager and may be called for an interview. Failure to complete the interview may result in removal from further consideration.
