These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. Mandatory Professional Technical Qualifications:
1. Experience working with and implementing analytic technological solutions, coordinating and unifying disparate workflow processes, defining and prioritizing business requirements, and working with technology teams to leverage emerging technological solutions to address large structured and unstructured data sets.
2. Experience serving as an analyst or overseeing development of analytic work products, conducting research and analysis and employing a variety of data analysis techniques to support both tactical and strategic analysis, and communicating findings in both written products and oral briefings to a variety of audiences.
3. Experience managing an analytic program, including identifying objectives and setting strategy for conducting research and analysis in response to a variety of demands; conceptualizing and implementing a standardized analytical product line; ensuring the program's analytic presentations are clear, consistent, concise, timely, relevant, and accurate.
4. Experience representing an organization externally at a senior or executive level, with a wide range of counterparts, briefing analytics findings, and coordinating analytical products and product lines.
Executive Core Qualifications:
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Leadership Competencies: financial management, human capital management and technology management).
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, and possibly foreign governments or international organizations to achieve common goals. (Leadership Competencies: partnering, political savvy and influencing/negotiating).
The ECQs were designed to assess executive experience and potential – not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions – not whether they are the most superior candidate for a particular position. Your resume and responses to the PTQs and ECQs are an integral part of the process for determining your basic and specialized qualifications for the position.
