The Directorate for Geosciences (GEO) coordinates the investment of $1.3 billion annually for research and education projects in the geosciences, polar sciences, and related areas. Through a staff of nearly 200 in three divisions and the Office of Polar Programs, it provides program support in solid earth sciences, ocean sciences, atmospheric and geospace sciences, Arctic sciences, and Antarctic Sciences. GEO also oversees the management of Major Research Equipment and Facilities Construction (MRECFC) scale projects and the largest number of major multi-user facilities, through their full life-cycle, at NSF. The Senior Advisor for Facilities Planning and Management (SAF) serves to advise the GEO Assistant Director (AD) and GEO senior leadership on all aspects of major facilities planning, construction, and management of operations, as well as coordination of mid-scale activities. The incumbent also facilitates long range budget planning for GEO facilities construction, renewal, and operations. In doing so, she/he will be a resource for GEO line-managers on general institutional knowledge concerning NSF policy, procedures, practice, and culture related to GEO's major facilities. She/he will work closely with the National Science Board, the business organizations of NSF, and other science directorates, as well as serving as the GEO liaison to the NSF Chief Officer for Research Facilities. The SAF also serves as a member of the GEO senior staff, providing advice to the AD and Deputy Assistant Director (DAD) and other Directorate leadership on facilities and related issues
The Senior Advisor for Facilities Planning and Management, in partnership with line-managers in GEO, coordinates strategic analysis and program planning for all GEO research facilities. Provides advice to the GEO Assistant Director and Senior Leadership on all aspects of major facilities planning, construction, and management of operations, as well as coordination of mid-scale activities. Works closely with senior leaders and agency officials to ensure that robust planning, evaluation, and oversight activities are conducted for major GEO research facilities. Advises the AD/GEO and GEO Leadership on preparation of major facility award and decision packages to be presented to the National Science Board and internal review boards. Provides guidance to the Assistant Director on strategic assessment of projects, including readiness for Director's Review Board and the National Science Board actions, need for advisory structures, and coordination with other agencies. Works with GEO and the Office of the Director in developing processes for assessing priorities of large projects across GEO organizations.

Candidates must have a Ph.D. or equivalent professional experience or a combination of education and professional experience in a field of science or engineering related to the NSF mission, plus, after award of the Ph.D., a minimum of six or more years of successful research, research administration and/or managerial experience pertinent to the position.
Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected.
