ONC is charged with formulating the Federal Government's health information technology (IT) strategy and leading and promoting effective policies, programs, and administrative efforts to advance progress on national goals for better and safer health care through a nationwide interoperable health IT infrastructure. ONC's mission, adopted from the Federal Health IT Strategic Plan 2015 - 2020, is to improve the health and well-being of individuals and communities through the use of technology and health information that is accessible when and where it matters most.
ABOUT THE POSITION
This position will serve as the Chief Medical Information Officer (CMIO) and Executive Director of the Clinical Division. The position has advisory responsibility to the National Coordinator (NC) and other ONC, HHS, and government-wide executive leadership for policy research, analysis, evaluation, leadership and planning related to health information technology issues and policy and as CMIO, advocates for patient care, health IT safety, and clinical standards at the national level for ONC.
The Clinical Division (CD) is responsible for working with public and private sector medical organizations, government agencies, and other stakeholders to achieve widespread use of health information technology by the medical community with special emphasis in the areas of clinical quality and patient safety.
MAJOR DUTIES AND RESPONSIBILITIES
Program Planning, Management and Evaluation
Identifies and keeps abreast of current and emerging issues and initiatives within HHS, other Federal agencies, the health care industry and the scientific and public health communities relating to health information technology and policy. Keeps the NC and other ONC senior leaders informed of issues and developments and recommends solutions and options. Provides clinical and informatics expertise supporting coordination of health-IT enabled clinical quality measurement (eCQM) and clinical decision support (CDS) tool development with other Federal agencies.
Determines resource needs and allocation of resources, and establishes and maintains controls, policies, and guidelines concerning budget, personnel, procurement and travel for the Clinical Division (CD) staff.
Policy Development
Prepares substantive policy analyses, options papers, briefing papers, and policy and technical reviews in health information technology and clinical quality measurement. Prepares relevant briefing, policy, decision, and information memoranda.
As a member of the ONC's executive leadership team, collaborates with the NC to establish and articulate ONC policy, strategic organizational priorities, and operating principles and procedures. Oversees the formulation and development of plans, policies, and procedures to provide HHS Staff and Operating Divisions and the nationwide health care industry and public health community with the capability to effectively identify and fulfill health information clinical quality and safety requirements.
Reviews materials directed for approval or signature by the NC and the Secretary, having major program policy and operational implications.
Coordination and Liaison
Advises the NC on policy and programmatic issues and options in medical and health information technology within ONC, the Federal government and the broader health industry and public health community. Coordinates and integrates interagency programmatic and policy issues in health information technology and policy within ONC.
Provides clinical and informatics expertise, and assists in coordinating activities to develop and harmonize health IT standards that support interoperable eCQM and CDS tools with other Federal agencies and relevant stakeholders.
Represents ONC on intra-Departmental working groups and panels, and in meetings with outside groups such as health IT organizations, health industry associations, professional associations, State and local governments, stakeholders, and others. Develops and maintains organizational linkages with health IT program and policy staff in HHS agencies, the Executive Office of the President, congressional and White House staff, technology developers, individuals from private sector entities and other Federal, State, or local government agencies, as appropriate, using these relationships to provide information about new and on-going activities and the impact of CD efforts on constituents of these organizations and on individual citizens in an effort to develop common policies and integrated priorities for health information technology and policy.
Human Resources Management and Equal Opportunity Responsibility
As Director of the CD, the incumbent performs supervisory and managerial duties, including organization of work groups, determination and adjustment of program goals, policies, objectives, and procedures, and resolution of policy and technical issues referred by subordinates for executive-level attention.
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.

HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
