The duties of this position include: 1) Coordinates a wide-ranging initiatives involving other Federal and State agencies, organizations, and the public in fully implementing Endangered Species Act programs; 2) Acts as technical adviser on the habitat needs or rare, candidate, proposed, and federally listed species for the purpose of Section 7 consultations and recovery planning; 3) Represents the Service's policies and positions in a complex political environment requiring high skill levels in the areas of planning, coordination, collaborative decision-making, and public education; 4) Prepares written correspondence, reports, and papers for publication, based on the literature, observations made, and investigations conducted. Reports and papers are used to analyze current conditions and assess implications of future actions on rare, candidate, proposed, threatened and endangered species and their habitats. Delivers presentations on the Service's policies and positions to other agencies and the public; 5) Coordinates and facilitates activities pursuant to sections 4,6,7,8 and 10 of the Endangered Species Act; and 6) Works with landowners and other partners to develop and implement conservation projects for the benefit of federally listed species.

The 0401 job series has a basic requirement. To meet this basic requirement, you must possess one of the following:
A. Completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. NOTE: To be found qualified under this option, you must submit transcripts (official or unofficial) to verify your education.
B. Possess a combination of education and experience that consisted of courses equivalent to a major (24 semester hours) in fields such as those shown in response A above, plus appropriate experience or additional education. The quality of the combination of education and experience is sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study leading to a bachelor's degree with a major in the appropriate field. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.

In addition to possessing the basic education requirement, you must possess 1 year equivalent to the GS-11 level of federal service. This experience must include: 1) planing and carrying out investigations on the biology and ecology of plant or animal species; 2) developing and implementing habitat restoration projects to benefit plant, fish, and/or wildlife resources; 3) overseeing protection of plants or animals that are threatened with major habitat reductions, reductions in numbers, or other factors that will lead to declines or extinction; 4) developing recommendations for resource protection and enhancement; 5) interpreting and implementing laws, regulations, and policies involving natural resource issues; 6) writing technical reports and correspondence where information in the reports has to be collected, organized and interpreted; 7) participating and/or assist on negotiation teams; and 8) organizing and participating in meetings of cooperators and partners where team activities and a common agreed upon objective are important to success.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires some physical exertion such as walking over wet, rough, uneven, or rocky surfaces, as well as bending, crouching, stooping, stretching, reaching, or similar activities. The work requires average agility and dexterity.

Work Environment: The position requires both office and outdoor work. The office is adequately lighted, heated, and ventilated. Temperature and weather extremes may be encountered in the performance of outdoor work. The employee is expected to conduct duties in a safe, professional, and orderly manner so as not to endanger self, fellow employees, or property with which entrusted.

Working knowledge of the complex permitting requirements of Federal, State, and local agencies including dredge and fill, water rights, cultural resources, contaminants, water quality and others.
Ability to work cooperatively and diplomatically with private landowners, personnel of other agencies, other Service personnel, and private organizations, sufficient to encourage implementation of planned projects.
