The incumbent of this position serves as the Deputy Director, Office of Safety Recommendations and Communications, at the National Transportation Safety Board (NTSB). The Deputy is responsible for promoting and shaping an effective strategic and operational planning process, implementing short-and long-term objectives, implementing and monitoring communication policy and programs, and evaluating program accomplishments and their overall effectiveness. In the absence of, or vacancy in, the position of Director, Office of Safety Recommendations and Communications, the Deputy is called upon to serve dual roles. Assists the Director in the planning and administration of the operational aspects of the Office. Directs, supervise, and monitors the work efforts of subordinates involved in program areas, and in selecting key personnel. Develops standards to measure program operations results and identify program operation weaknesses, and to improve employee supervisory and managerial capability. The Deputy will also manage an internal communications program for the agency.
Provides advice and assists the Director in managing the NTSB Media Relations, Safety Advocacy program, Safety Recommendations, and Digital Services programs. The Deputy also plans and implements activities aimed at improving the public image of the work of the Safety Board. Represents the Office Director and Chairman in meetings with high-ranking officials to develop, comment on, and negotiate the implementation and timing of national government affairs goals and objectives. Assists in developing the Office's annual budget and Operating Plan, including the establishment of short and long-range goals and objectives for program areas. Determines long-range staffing plans. Establishes performance objectives and standards for subordinate supervisors and evaluates their performance. Monitors progress towards achieving established goals and objectives. Recommends selections for subordinate supervisory positions, hears group grievances, reviews and approves disciplinary actions involving non-supervisory subordinates, and evaluates subordinate supervision.
