The Indian Health Service (IHS) provides comprehensive health services to over 1.9 million American Indian/Alaska Native (Al/AN) people through a system of IHS, Tribal and Urban (I/T/U) operated facilities and programs. This position is located in the Office of Information Technology (OIT), IHS. OIT is responsible for advising the Director, IHS and senior IHS leadership on all aspects of information technology (IT) and health IT (HIT) and ensuring IHS compliance with IT and HIT-related Federal laws, regulations and policies. OIT develops, implements, and maintains policies, procedures, plans budgets, standards, and architecture for IT and HIT in the IHS. OIT leads and is responsible for the design, development, acquisition, implementation, and support of IHS information systems and HIT services used in the delivery of direct patient care, population health, and the generation of 3rd party revenue exceeding $1B annually for the IHS. OIT is responsible for the leadership, direction, and management of the IHS IT Security program to protect the Information and resources of the IHS. OIT participates in cross-government initiatives and collaborates with Federal, Tribal, State, and other partners in order to effectively and efficiently serve Al/AN people. They direct the acquisition, development, enhancement, deployment, support and training for information systems that support health services and business operations at IHS, Tribal, and Urban health programs across the country. They provide electronic health records (EHR), clinical decision support, health information exchange, and related technologies to IHS customers. They also direct and ensure the availability, performance, and security of critical information, infrastructure which supports health programs serving almost 2 million patients in 36 states. The incumbent serves as the Advisor to the Director, IHS and senior leadership on effective, efficient, and successful IT strategies. Develops and enforces policies and procedures and establishes best practices for IT acquisition, implementation and utilization at his facilities across the country. He/She ensures security of government IT systems, privacy of patient information, and compliance with Federal laws, regulations and policies throughout the Indian health enterprise.

Qualifications

Professional/Technical Qualifications (PTQs):
This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
Demonstrated experience directing the development and implementation of Information Technology solutions and providing strategies to improved IT infrastructure in a complex health services environment including multiple types of services (inpatient, outpatient, and purchased care), including oversight of budget formulation, personnel management, and the implementation of policies to comply with applicable laws and regulations.
Demonstrated substantial experience formulating policies, goals, objectives and operational strategies, in decision making for Information Technology programs and emerging technology.
Progressive experience in middle or senior management that included managing multiple organizational units.
Demonstrated substantial experience guiding/advising senior management officials (such as headquarters' office directors) to ensure leadership in the support of other organizational levels, such as area offices, service units, or Tribal IT programs.
Demonstrated ability to communicate both orally and writing, in an effective and timely manner, with various groups, including Tribes and tribal groups.
Additional information
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
