Help

Interview and examine patients, review past medical history, request and/or perform diagnostic tests and examinations; make notes of observations to be incorporated into clinical records; provide urgent and emergency care as required and full-scope care in the patient settings. Refer patients to appropriate contract medical or other government facilities; respond to acute emergency interventions, working closely in consultation with members of other medical departments.
Manage and direct the Department of Emergency Medicine including strategic planning, policy formulation, budget management, human resource management, performance improvement, quality management, accreditation readiness, information management, equipment and supplies management and planning and management of specialty clinics.
Coordinate Department of Emergency Medicine functions with other hospital departments and coordinate and integrate services with Health Promotion/Disease Prevention to assure community outreach. Promote training needs of all direct care staff within Department and Fast Track to ensure staff development and competency; provide quality oversight Peer Review to ensure ongoing clinical competence and demonstrate knowledge and growth development over the lifespan. Coordinate educational programs that include interns and medical student from affiliated university programs; provide staff in-service for physicians, nurses and other direct care staff.

Qualifications

DIRECT HIRE AUTHORITY (DHA): These positions are eligible to be filled through OPM's delegated DHA. The DHA has been authorized by the Homeland Security Act of 2002 and Part 337, Subpart B, Title 5 Code of Federal Regulations. Applicants who meet the basic qualification requirements will be forwarded to the Selecting Official for consideration. The "rule of three," Veteran's preference and traditional rating/ranking of applicants do not apply to the process. Indian Preference does apply.

Individual Occupational Requirements
BASIC REQUIREMENT(S):

Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.

Licensure
For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Graduate Training
Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME).

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME).

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Applicants who meet the above Basic Requirements qualify for GS-11 (or equivalent) positions.

Additional Requirements for Grades GS-12 and Above
For GS-15 -- 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-15: Stabilize patients with major trauma or critical medical conditions. Admit patients when appropriate. Arrange transfer of patients to a higher level facility when appropriate. Examine, diagnose and treat minor trauma and medical illness. Order and dispense medications. Cast, splint, suture, start IVs, place endotracheal and chest tubes. Order lab work and x-rays. Document patient care and treatment via electronic health record. Obtain consent form from patient. Order or perform EKGs an interpret and treat them. Perform CPR and Advanced Cardia an Advanced Trauma Life support. Educate individuals of health related conditions. Recommend therapy and promote health and prevention of disease. Participate in medical staff medical program review, quality assurance, attend meetings and accept committee assignments. Provide direct supervision of the Emergency Room staff. Plan, develop, implement, coordinate and evaluate the ER services. Direct ongoing education and serve as clinical and administrative consultant. Organize program functions through department and delegation of authority. Responsible for assuring confidentiality of employee records. Develop and manage the clinic schedule to ensure quality ER department coverage.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from federal service.

A one-year supervisory/managerial probationary period may be required upon selection/placement.
