Summary

This position is located in the National Marine Fisheries Service (NMFS), Greater Atlantic Regional Fisheries Office (GARFO), Sustainable Fisheries Division (SFD) with a few vacancies in Gloucester, MA. 

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-2 is equivalent to the GS-07/09 grade levels, however is only being advertised equivalent to the GS-09 grade level. The ZP-3 is equivalent to the GS-11/12.

The full performance level of this position is ZP-3. If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management.

This position is also announced under vacancy number SFD-2018-0004, which is open to all US Citizens or Nationals. You must apply to both announcements if you want to be considered for both.

Help

As a Fishery Management Specialist, you will perform the following duties:

  • Identify issues and propose solutions to support the development, implementation and administration of fishery management programs in the Greater Atlantic Region and coordinate the review, analysis, approval, and implementation of actions to Fishery Management Plans (FMPs) that comply with the Magnuson-Stevens Fishery Conservation Act and Fishery Management concepts.
  • Coordinates relevant fishery management activities with Regional Fishery Management Councils and Fishery Commissions, partner agencies, states, the public, and other applicable groups, including participation on national-level agency working groups.
  • Synthesize technical material regarding fishery management, natural resource, and applicable regulations, and provide written responses to letters from the public or internal agency requests for information regarding fisheries management issues.

The duties described are at the full performance level of the ZP-3 grade and the duties at the ZP-2 are developmental leading to the ZP-3 level.

CONDITIONS OF EMPLOYMENT:This position requires the operation of a Federal motor vehicle. Incumbent must possess a valid driver’s license to drive a federal motor vehicle on a regular and recurring basis.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

A. Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education

-AND-

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-2 or GS-09:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:

  • Assisting a natural resources office in responding to inquiries from fishery constituents regarding fisheries management programs, practices, or policies;
  • Assisting in the completion of fishery management actions consistent with regulations and fishery laws (e.g., Magnuson- Stevens Fishery Conservation and Management Act, Endangered Species Act, National Environmental Policy Act, etc.); and
  • Collaborating with Fishery Management Councils, the public, and/or other program staff to develop and implement milestones for a natural resources office.

-OR-

SUBSTITUTION OF EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a related field.

-OR-

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

To qualify at the ZP-3 or GS-11:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Responding to inquiries from fishery constituents regarding fisheries management concepts, programs, practices, or policies;
  • Preparing or assembling the review, analysis, approval, and implementation of actions to fishery management plans in accordance with natural resource laws and regulations (e.g., Magnuson- Stevens Fishery Conservation and Management Act, Endangered Species Act, National Environmental Policy Act, etc.); and
  • Synthesizing technical material regarding fishery management, natural resource, and/or applicable regulations in order to provide written responses on fishery management issues.

-OR-

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related field.

-OR-

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of the biological sciences and natural resources as applied to fisheries management.
  • Knowledge of oral and written communication methods.

ZP-3 ONLY:

  • Ability to analyze fishery management actions and work with outside groups to resolve any issues regarding the review, approval, or implementation of fishery management actions
  • Ability to conduct presentations at council meetings, staff meetings, or public workshops on proposed fishery management measures and their implementation.

ZP-2 ONLY:

  • Ability to prepare, and develop milestones for, fishery management actions consistent with applicable regulations and work with outside groups to implement fishery management actions.

Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
