Summary

This position is part of the Division of Natural Resources. This position is interdisciplinary and may be encumbered as either a Supervisory Fish and Wildlife Biologist OR a Supervisory Geographer. In this position, you will be responsible for providing data on fish, wildlife, and ecological processes and the analysis of data to aid management and adaptation of the National Wildlife Refuge System and conservation of fish, wildlife, and plants in the face of climate change.

As the Inventory and Monitoring Team Data Manager, your duties will include, but are not limited to the following:

  • Develop and perform the operations necessary to support geographic spatial analysis, database management, and statistical needs for high priority projects.
  • Serve as the systems analyst expert and conduct needs analysis to determine system requirement and specifications for designing, maintaining, and improving existing applications and complex databases that bridge multiple workspaces.
  • Design systems and programs for the conversion, management, analysis, and display of geographic data utilizing computer graphics equipment.
  • Perform as the lead analyst in researching and adapting new techniques for inclusion in complex data management and GIS application software.
  • Perform I&M needs analysis to interpret the need for geospatial and remote sensing support; evaluate alternative approaches to accomplish project objectives using appropriate technologies, determine the feasibility and cost effectiveness of each alternative, making recommendations and working with refuge staff and others to develop the best conceptual approach to reaching I&M goals.
  • Supervise a professional team in a variety of scientific database management and I&M studies and programs.

NOTE: This position is interdisciplinary and may be encumbered as either a Supervisory Fish and Wildlife Biologist OR a Supervisory Geographer. In order to qualify for the 0401 or the 0150 series, you must meet the qualification requirements for that series.

BASIC QUALIFICATIONS for the 0401 series:
You may qualify for the 0401 series if you meet one of the following:

Possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or a similar discipline related to this position OR

Possess an appropriate combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, or a discipline directly related to this position; PLUS appropriate experience or additional education that is comparable to that normally acquired through successful completion of a full 4-year course of study with a major as described above.

BASIC QUALIFICATIONS for the 0150 series:
You may qualify for the 0150 series if you meet one of the following:

Possess a Bachelor's or higher degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields OR

Possess an appropriate combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in geography, or a related fields, as shown in A above, plus appropriate experience or additional education.

MINIMUM QUALIFICATIONS:
In addition to meeting the basic qualifications as listed above, in order to qualify for the GS-12 grade level, you must meet the following:

Possess at least one year of specialized experience, equivalent to the GS-11 grade level in the Federal service performing the following duties: Serving as the systems analyst expert and conducting needs analysis to determine system requirements and specifications for designing, maintaining, and improving existing applications and complex databases related to species conservation information; evaluating biological information; managing projects; preparing a variety of documents pertaining to technical aspects of the work; developing and performing the operations necessary to support geographic spatial analysis, database management, and statistical needs for high priority projects; supervising or leading others in the performance of work related to this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

Public Land Corps (PLC) Hiring Authority:
Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
(1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
(b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
(c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
