The National Archives and Records Administration (NARA) is seeking a customer-focused executive as the Director of the National Declassification Center. The Director works with senior level representatives of other government agencies to implement the declassification provisions of Executive Order 13526 as amended. As the Director, National Declassification Center, ES-0301-00, your responsibilities include the following:
Implements policies and plans, and interaction with the Administration and public interest groups on the statutes and progress of the program.
Develops policies and procedures for declassification in cooperation with inter-agency policy planning group. Ensures that the policies and procedures conform not only to national security requirements, but are archivally sound.
Coordinates development of the National Declassification Center's (NDC) work plan; determines priorities and implements declassification program. Negotiates with agencies for assignment of personnel to carry out the work plan.
Negotiates with agencies for assignment of resources to declassification programs. The NDC will not be staffed solely by NARA personnel. In order for the NDC to succeed, other participating agencies must assign personnel and other resources commensurate with the workload.
Establishes a quality assurance program using principles of risk management to ensure protection of still sensitive information while providing for maximum release of historically valuable information.
Works with agency training staffs to develop standard training for declassification personnel in order to reduce instances of missed and/or misidentified equity.
Negotiates with agencies to develop common guidance on declassification of information common to more than one agency to ensure consistent treatment.
Directs efforts to use technology for more efficient declassification, particularly with regard to electronic and special media records.
Maintains a program providing appropriate security for protection of highly classified records.
Entry into the Senior Executive Service (SES) requires demonstrated executive experience in all five of the Executive Core Qualifications (ECQ) listed below. Applicants must also meet the professional / technical qualifications. Experience must be at a level of difficulty and responsibility comparable to the GS-15 level in the Federal service.
If you are selected and have not previously served in the SES, your qualifications must be certified by a Qualifications Review Board (QRB) at the Office of Personnel Management. The QRB will review your ECQs to ensure you meet the qualifications for entry into the SES.
You will be evaluated for this job based on how well you meet the qualifications above.
You will be evaluated on the Professional/Technical and Executive Core Qualifications listed below:
PROFESSIONAL/TECHNICAL QUALIFICATIONS:
1. Knowledge and experience in the implementation of Executive Orders (e.g., E.O. 13526), laws and regulations regarding information security, classification management, declassification, and access to government information. This includes the ability to coordinate and resolve declassification issues within an agency environment and across multiple agencies.
2: Ability to manage an archival declassification program to include directing a professional staff, overseeing a multi-million dollar budget, developing program policies, objectives, priorities, and goals, and integrating programs and functions with the priorities of the Strategic Plan.
EXECUTIVE CORE QUALIFICATIONS:
The Executive Core Qualifications describe the leadership skills needed to succeed in the SES; they also reinforce the concept of an 'SES corporate culture'. Successful performance in the SES requires competence in each ECQ. The five ECQs and their specific competencies are described below:
1. Leading Change -- This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
Competencies: Creativity and Innovation, External Awareness, Flexibility, Resilience, Strategic Thinking, Vision.
2. Leading People -- This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
Competencies: Conflict Management, Leveraging Diversity, Developing Others, Team Building.
3. Results Driven -- This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility.
4. Business Acumen -- This core qualification involves the ability to manage human, financial, and information resources strategically.
Competencies: Financial Management, Human Capital Management, Technology Management.
5. Building Coalitions -- This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
Competencies: Partnering, Political Savvy, Influencing/Negotiating.
