ABOUT THE POSITION
This position is located in the Office for Civil Rights (OCR). Under the direction of the OCR Director, the
Oversees coordination of OCR's regional civil rights operations to ensure consistency in civil rights enforcement, polices and compliance activities. Provides guidance to OCR investigators and regional managers and directs headquarters staff coordination with OCR's regional offices to ensure uniform and efficient implementation of outreach efforts and complaints, compliance reviews and enforcement procedures and activities.
Engages in strategic planning and vision-setting to establish OCR's civil rights priorities, proactively plans for addressing emerging civil rights issues, and implements strategies to ensure OCR's Civil Rights Division is effectively addressing civil rights issues.
Oversees OCR's involvement in civil rights-related intra-agency and inter-agency work groups on the development of Departmental policies, legislative and regulatory proposals, and unique OCR initiatives to ensure that persons are not discriminated against on the basis of race, color, national origin, disability, age, or sex in health and social service programs that receive funding from HHS; advises senior policy officials within OCR and throughout HHS on civil rights policies and the application of civil rights laws.
Designs and implements effective liaison strategies and foster partnerships with other Federal departments and agencies, provider groups, beneficiaries, and national associations with respect to civil rights issues, programs, initiatives, and mandates.
Provides leadership for all day-to-day Civil Rights Division operations and promotes the delivery of quality services and continuous improvement initiatives.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
Standards of Conduct/Financial Disclosure
HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
