About the Position: This is an exceptionally busy, fast-paced, highly visible environment with multiple competing priorities at any one time. The dynamic is ever changing, the work tasks are very detailed with minimal allowance for error and the expectation is that we are all one team.no one is a star. Personnel are professionally attired and comport themselves with the utmost sensitivity, calm, resourcefulness, tact and diplomacy. This is a very active position with routine (multiple daily) crossings across a 246 acre campus where personal initiative, organizational skills, computer literacy and expertise, humility, physical stamina and discretion are expected and utilized on a daily basis. Parking at WRNMMC is very limited and is primarily first come, first serve. The use of commuting alternatives is highly recommended. The Mass Transit Fringe Benefits (MTFB) are available to Federal Civilian employees. This is in addition to the current salary for the commuting costs using Mass Transit. MTFB can be applied to rail, bus and/or approved vanpools but not parking costs. Employees may be placed on a parking pass wait list if desired.

Help

Coordinate congressional meetings, such as briefings, legislative engagement, and congressional delegation visits, for the organization and/or region. Expertise in a Senor Legislative or Joint Military Service Environment.
Support staff work on legislative affairs, such as legislative initiatives, active legislation, congressional correspondence, hearings, congressional visits, briefings and internal and external communication.
Interact in a diplomatic manner with senior legislative staff and medical treatment staff to resolve issues or problems. Maintain liaison (interrelated and interdependent) with the Legislative Affairs Offices.
Researches and prepares reports, fact sheets, information packets and position paper to disseminate throughout the command. Crafts responses to congressional inquiries, official requests for information and reports to congress.
Create a variety of correspondence e.g., reports, spreadsheets, power points, memorandums utilizing Access, Excel, Word, PowerPoint, Outlook, and Publisher and Adobe Acrobat Pro.
Will utilize automated health care systems such as Defense Medical Human Resources System (DMHRSi) and Defense Medical Logistics Standard Support (DMLSS).
Monitor congressional initiatives and active legislation impacting healthcare missions/programs and provide input to senior level officials.

This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
This position requires the incumbent to have tuberculosis testing.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: one year of specialized experience which includes: coordinating inquiries/meetings with congressional offices; monitoring congressional initiatives and/or legislation; and creating, editing and finalizing documents such as: briefing materials, memorandums, power point presentations; congressional inquiries and requests for information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. from an accredited college or university; in a field which demonstrates the knowledge, skills, and abilities necessary to do the work, such as a major in Political Science or Public Affairs. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.)
