The NBIS Executive will work closely with OPM in order to provide executive lifecycle management of its enterprise capabilities to support their transformation to net-centricity through adoption and fielding of a more up to date program and an enterprise-focused IT services and capabilities; directs planning for the implementation, operation, and sustainment, of the OPM NBIB information technology infrastructure and services.
The incumbent of this position serves as the National Background Investigation Service (NBIS) Executive and is responsible for establishing goals, priorities, and measures of effectiveness to ensure that DISA and OPM driven information technology policy and objectives are achieved with regard to the security, standardization, implementation, and sustainment of the National Background Investigations Bureau (NBIB). Additionally, he/she will work closely with OPM in order to provide executive lifecycle management of its enterprise capabilities to support their transformation to net-centricity through adoption and fielding of a more up to date program and an enterprise-focused IT services and capabilities; directs planning for the implementation, operation, and sustainment, of the OPM NBIB information technology infrastructure and services. The incumbent assists OPM in establishing and maintaining a process for identifying, evaluating, prioritizing, and supervising the development of data processing systems and enterprise, net-centric service initiatives and changes; and through consultation with the Executive Deputy Director/Component Acquisition Executive; Director, Development & Business Center; Risk Management Executive; and Director, Center for Operations/Chief Information Officer, establishes broad management planning for information technology acquisition, requirements, development, and delivery for current and proposed capacity and operates a program management structure to control information technology activities. As the NBIS Executive, the incumbent plays a major role in the acquisition and development of all OPM programs linked with the NBIB.
