Serves as Marine and Family Programs Division (MF) Headquarters School Liaison Program Manager on school age education services. Responsible for the conduct of organization wide planning, program oversight and administration of the School Liaison program. Serves as the Headquarters Marine Corps subject matter expert and advises MF leadership on policy direction. Reports to the Family Care Branch Head.
Develops and applies overall regulatory and policy guidance on school age educational initiatives. Directs the establishment of school age educational plans and integration with the MCCS strategic plan. Oversees assessment and evaluation, professional development and training of Installation School Liaisons. Development of Program Objective Memorandum (POM) and the annual budget for school liaison program as it relates to requirements of mobile military children/youth. Develops and revises policy directives, plans and operational materials for Marine Corps wide implementation.
Serves as the School Liaison Program subject matter expert and direct advisor on school systems and practices impacting mobile military youth. Establishes collaborative partnerships with appropriate Federal agencies and able to develop legislative initiatives at the federal level. Plans, consults, implements, and facilitates in the mutual development of reciprocal practices with federal agencies, to include Department of Defense Education Activity (DoDEA), Department of Education (DoE), other branches of services, and national organizations such as: National Partners in Education, Military Impacted Schools Association (MISA), Military Interstate Children’s Compact Commission (MIC3), and Military Child Education Coalition (MCEC). Represents the USMC educational positions in easing school transitions and disruptions.
Represents the Marine Corps at internal and external executive level meetings or forums on school transition issues with entities such as: Department of Defense (DoD), Secretary of the Navy (SECNAV), office of the Secretary of Defense (OSD), national, regional and state working groups, councils, boards, and committees. Acts as the subject matter expert at the Defense Education Council (DEC). Has a working knowledge of state and national policies concerning the education of Marine Corps school age children to include but not limited to the Interstate Compact or applicable inter-state agreements. Works at a national level in the implementation of Impact Aid and assists as an information resource for the regional School Liaison. Work collaboratively in supporting the future initiatives of the Department of Defense Education Activity and the Department of Education Memorandum of Understanding. Prepares Marine Corps Community Services positions and strategies for the defense and representation of Marine Corps interests or equities.
EVALUATIONS:
Successful completion of a 4 year college or university degree with a major course of study in or directly related to early childhood/elementary/secondary/special education, child/youth development, psychology and youth program administration or a closely related field. Or, a combination of education and experience with courses equivalent to a major in a field (24 hours) in the above mentioned subject areas, plus appropriate experience or additional course work that provides knowledge comparable to that normally acquired through the successful completion of a 4-year course of study.
Five years of experience at a policy level that demonstrates skill to work with school personnel, students and parents, Installation School Liaisons, Child and Youth Managers, Regional School Liaison Specialists, education or academic leaders/counselors to act as principal coordinator of organization wide planning, activities, management and administration of initiatives for school liaison and school transition services.
Skill to interpret and apply regulatory and policy guidance related to school and educational initiatives to Marine Corps plans and policies; direct the establishment and integration of the MCCS strategic plan, and operational controls of school transition services for mobile military children and youth. Skill to oversee assessment and evaluation, personnel management and budgeting of school transition support for mobile military children/youth, and to develop and revise policy directives, plans and operational materials for Marine Corps wide implementation.
Knowledge of the Marine Corps operational organizational structure, chain of command, protocol and funding, particularly as it relates to children and youth policies and programs and/or educational requirements. Knowledge and understanding of USMC philosophy, goals, vision, policy and programs relating to children and youth, and education and school issues of mobile military members.
Knowledge of the pertinent laws, regulations and processes used to affect change to include evaluation and implementation of content of new or modified legislation that impacts school liaison and educational services.
Knowledge of qualitative and/or quantitative methods used to assess and improve program effectiveness and complex management processes and systems that impact Marine Corps program goals and objectives. Knowledge of research methodology, information retrieval and data organization for analysis, decision-making, and formulation of recommendations, and research methods to include interviews, focus groups, working groups, surveys and data search.
Effective oral and written briefing skills to correspond, and collaborate with, and persuade flag level Officers, representatives of federal entities, Department of Defense Education Activity representatives, public school district superintendents, and School Liaison counterparts across the services.
Skill to supervise employees in the accomplishment of work. Knowledge of personnel management rules, regulations, policies and procedures governing military personnel, civil service employees, non-appropriated fund employees and contractors who work within DoD.
