About the Position:
The New Orleans District provides for navigation, flood and hurricane risk reduction, environmental stewardship, and other water resources
needs to benefit the people of southern Louisiana and the nation. The offices are located in modern energy efficient buildings in the uptown
area of New Orleans overlooking the Mississippi River. There is a childcare center and a fitness center on the premises, and free employee
parking. Audubon Park is within walking distance.
This position is a TERM position. It is time-limited and may be extended up to a maximum of six years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met.

Serves as a Senior Program Manager for a designated program and/or appropriation(s) within the New Orleans District. Leads teams and consults with other professional personnel in the district and region to establish a funding strategy, chronology, and capability for planning and execution of an annual Civil Works budget that averages between $350M - 450M, all while taking into consideration the scheduling requirements for planning, engineering, construction, and maintenance. Organizes the broader work phases such as establishing internal policies and procedures, reviews incoming work, studies evolving policy and work requirements, determines priorities, plans and distributes work assignments, coordinates the work to insure maximum production, ensures compliance with deadlines, and confirms overall efficiency and balance of the operation. Interprets the requirements of program and budgetary regulations, policies, and guidelines; prepares and submits reports, schedules, estimates, justifications, etc. on numerous district projects in coordination with multi-disciple teams and develops methods and procedures for analyzing program status and progress. Keeps apprised of the development of studies, plans and specifications (P&S), operations plans, etc. by the various technical divisions to compare actual progress with proposed completion schedule, and insures proper reporting/approval and adjustments of project schedules and obligation commitments should changes occur. Stays informed of the status of projects using a variety of the resources, and then through this continuous program review, recommends adjustments to the current year budget program and arranges for transfer, reallocation, or reprogramming of funds as necessary and allowable by current statute. Furthermore, furnishes advice and assistance on unusual problems and controversial matters, and approves completed work to assure that conclusions, decisions, and recommendations are consistent with sound budgetary program management practices and concepts.
