Responsible for providing direct oversight of planning, organizing, directing, initiating, contracting, monitoring, and implementing a comprehensive marketing and diversified corporate sponsorship program for Marine Corps Community Services (MCCCS), MCB Quantico.
Creates strategic marketing plans for MCCS to include a clear strategy for each business component and program by meeting with Branch Directors and Program Managers to understand requirements. Develops and implements customized marketing plans, strategies, and programs in coordination with other departments with an emphasis on digital/social media platforms. Plans, coordinates, and conducts market research and utilizes analytics to measure campaign effectiveness to include demographics, surveys, focus groups, etc. Carries out public relations activities for departments. Serves as the primary point of contact for media and outside organizations. The incumbent has contracting authority for all corporate sponsorship contracts and advertising agreements. Solicits sponsorship through advertisements, letters, and personal contacts. Develops collateral materials in support of the solicitation. Develops proposal packages and negotiates best terms for MCCS. Initiates contracts and ensures they are agreed to/signed by the appropriate person. Drafts sponsorship agreements and coordinates staff actions with the appropriate agencies, such as legal counsel. Ensures the development and completion of evaluation/follow-up reports. Develops training and education materials on event marketing and commercial sponsorship for MCCS departments. Responsible for ensuring that all contracting regulations are followed to include proper coordination with the sponsor, sponsor's contracting authorities/reviewers, Counsel Office, Headquarters Marine Corps (MR&A) Counsel and the Marine Corps Nonappropriated Fund Audit Service (MCNAFAS), which conducts regular audits of the program.
Organizes special events in coordination with other MCCS branches.
Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of MCCS. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office. Directly or indirectly through subordinate supervisors supervises employees. Counsels and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.
Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.
Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with "Return To Work" program initiatives, and following up on employee wellbeing.
Performs other related duties as assigned.
EVALUATIONS:
Four years' experience that demonstrates a broad knowledge of the principles, practices, methods and techniques of the marketing discipline. Bachelor degree in Marketing or Business Management preferred. Ability to supervise and coordinate the work of a subordinate staff. Demonstrated experience using a variety of marketing media and methods with an emphasis on creating and utilizing a variety of social media platforms. Experience working with corporate/commercial sponsorship and partnerships preferred. Ability to communicate with all levels of personnel and to write after action reports. Ability to interpret DoD and USMC policies concerning sponsorship agreements and contracts. Knowledge of NAF policies and procedures preferred. Must have excellent communication skills both written and oral. This is a white-collar position where occasional lifting up to 20 lbs may be required.
A combination of education, training and experience may be substituted for the qualifications above.
