The Science Mission Directorate (SMD) is responsible for NASA's Science Program including four major science disciplines (Astrophysics, Earth Science, Heliophysics, and Planetary Science) as well as several cross-disciplinary programs. SMD manages a $6B/year annual program consisting of over 100 space flight mission a robust research and analysis program that addresses fundamental questions about the mysteries of our universe, finding life elsewhere, and protecting and improving life on Earth.
The incumbent will serve as the Deputy Associate Administrator for Research (DAAR) within the Office of the Associate Administrator, Science Mission Directorate (AA/SMD), and is part of SMD's senior leadership team. The DAAR will provide strategic leadership for SMD's science program and will work with other members of the Front Office as well as SMD division-level leadership to ensure the overall coordination of the program with the Directorate as well as the Office of the Chief Scientist, other NASA Mission Directorates, and the Field Centers. The DAAR is responsible for the adherence to all National Agency, and Directorate-level policies, guidelines and processes related to the conduct of research. The DAAR is also the primary interface of SMD with the National Academies' Space Studies Board and other relevant entities providing strategic guidance to NASA's research programs.

- Supports the AA/SMD in all Directorate and Agency level activities and may act for the AA/SMD as required.
- Serves as liaison and active link between the AA/SMD and the Earth Science and Space Science scientific and technical communities, specifically: academic, business, and government organizations involved in the development and use of scientific instrumentation, the analysis and interpretation of data, and the planning of future programs in all of SMD’s science divisions.
- Chairs the SMD Science Management Council, which advises the AA/SMD on matters of Directorate policy to ensure the quality of processes and programs. The Council also sits on the SMD Selection Board to make final recommendations to the AA/SMD for all science mission selections.
- Advises the AA/SMD on programmatic, technological, financial, and risk issues pertaining to the progress in science missions, especially those relating to science return.
- Represents the Directorate and Agency both as a member of the scientific community and a spokesperson for SMD; serves as the principal SMD contact to the National Academies and its boards and committees.
- Participates in the Directorate Program Management Council (DPMC) to ensure the quality, integrity, and readiness of the science portions of SMD space missions and recommends to the AA/SMD whether or not a mission is ready to move to its next phase or not.
- Works closely with the Office of the Chief Scientist to coordinate SMD's programs and policies with those of other offices and directorates within NASA.
- Oversees SMD’s Announcements of Opportunity (AO) for major flight program solicitations and evaluation policies and processes, including support by the Langley Science Office for Mission Assessments (SOMA).
- Collaborates with the SMD Lead for Research in overseeing Directorate-level coordination of research grants solicitation and selection, including SMD’s annual omnibus NASA Research Announcement (NRA) for Research Opportunities in Earth and Space Science (ROSES).
- Assures proper integration of scientific goals and objectives of science programs by coordinating activities across the NASA Centers, within NASA's key contractors, and with other federal agencies such as the United States Geological Survey, the National Oceanic and Atmospheric Administration, the Office of Science and Technology Policy (OSTP), and the Office of Management and Budget (OMB).
TECHNICAL QUALIFICATIONS
1. Demonstrated knowledge of and operational experience in national space and science policies, including roles of key participants and advisory committees (e.g., committees and subcommittees of NASA Advisory Council and units of the National Research Council, etc.), space science issues, and application programs. Provide examples how you have successfully met this requirement.
2. Demonstrated knowledge of and operational experience in solicitation, evaluation, and selection policies and processes for space science research grants and flight missions. Provide examples how you have successfully met this requirement.
3. Demonstrated experience in managing scientific and technical programs, contracts and contractors, and senior scientific and technical personnel, preferably in a federal environment. Provide examples how you have successfully met this requirement.
Individual Occupational Requirements / Basic Requirements
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience - education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources.
