The Sciences and Exploration Directorate (SED) is the largest Earth and space science research organization in the world. Its scientists advance understanding of the Earth and its life-sustaining environment, the Sun, the solar system, and the wider universe beyond. Researchers in the Sciences and Exploration Directorate work with engineers, computer programmers, technologists, and other team members to develop the cutting-edge technology needed for space-based research. Instruments are also deployed on aircraft, balloons, and Earth's surface. The Directorate performs this work in partnership with colleagues in the national and international scientific communities. The SED plans, organizes, implements, and evaluates a broad program of scientific research, both theoretical and experimental, in the study of the Earth-Sun system, the solar system and the origins of life, and the birth and evolution of the universe.

The incumbent will serve as Director, Earth Sciences Division, reporting to the Director, Sciences and Exploration Directorate. The Earth Sciences Division is a major organizational entity of the Goddard Space Flight Center. Under the incumbent’s direction and leadership, the mission of this Division is to carry out a broad program of experimental and theoretical scientific research by means of diversified studies of systems including atmospheric, hydrospheric, solid Earth, and biospheric processes that interrelate to comprise the total, global Earth system. As Director of the Earth Sciences Division, serves as the principal spokesperson for Earth Sciences for the Goddard Space Flight Center and represents the Center within the Agency and with advisory committees to the Agency. Participates in scientific meetings and represents the Agency at national and international research organizations and their meetings in the planning and implementation of Agency and national research programs. Exerts this leadership to enhance the recognition of the Division, Directorate, and the Center as the Agency’s lead Center for Earth Science and a world-class center of excellence for Earth science research. Supports GSFC flight projects in Earth Science by providing qualified Project Scientists who ensure mission scientific success.

TECHNICAL QUALIFICATIONS

1. Recognized in the international science community for research achievements and publications in Earth science, with demonstrated capabilities in the management and leadership of space-based Earth science investigations. This includes demonstrated knowledge of data analysis activities, science operations, field campaigns, data management, and outreach activities. Demonstrated ability to provide high quality scientific definition and support for new Earth Science mission concepts, from preparation, submission, through formulation and implementation, and to provide advocacy for successful proposals developed in a team environment. Proven ability to form collaborations and negotiate with partners.

2. Demonstrated ability to prepare and implement annual institutional budgets and develop approaches to improve operational efficiency and provide effective and timely performance. Demonstrated ability to revisit and accommodate budget and other resource changes while maintaining quality.

3. Demonstrated ability to develop a vision for the organization's science objectives and their implementation and to serve as an effective advocate of those objectives by justifying resources required and by effectively developing long-range planning without significant change in allocated resources (e.g., civil service staffing, contractor support) while still supporting a collaborative, interdisciplinary environment.

U.S. citizenship is required.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.
