As the Director, Data and Systems Group, CMCS, you will provide executive leadership and direction to a portfolio of data and information technology programs with a value of more than $3 billion annually. Operated by both the Federal and State governments, these data and information systems support the day-to-day operations, financial management, policy development, and integrity of the Medicaid, Children's Health Insurance Program (CHIP) and Basic Health Plan (BHP) programs. With an annual expenditure of more than $400 billion, Medicaid, CHIP, and BHP provide health insurance coverage to more than 70 million adults and children in the United States.
You will establish a vision for and lead the development of an integrated Program Management Plan to drive, coordinate, and manage information technology and data projects across CMCS and with CMS organizational components who are stakeholders in Medicaid, CHIP, and BHP. You will foster a culture of innovation and the use of data in decision making and policy formulation; and represent CMS with state government officials, professional groups, providers, researchers, consumers, advocacy groups, other Federal agencies, and industry on matters relevant to the Medicaid, CHIP, and BHP data and information systems.

The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment. Specialized Experience Requirement
To be qualified for this position, you must provide evidence of experience in a managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting accountability, economy, efficiency, and effectiveness in the administration of programs and operations on a national level. This experience must be evidenced by sophisticated analytical skills, understanding of federal healthcare systems, eligibility, claims processing, superior written and oral communication skills, good judgment, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Senior Executive Service Requirements
Current or former career SES employees are not required to address the Executive Core Qualifications (ECQs), but must address the Technical Qualifications (TQs). Unless you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the ECQs and TQs in order to receive consideration for the position. Public Health Service Commissioned Corps Officers interested in applying for this position to serve in the SES must resign their commission if selected. If you are applying under this option, you must address both the TQs and ECQs in this announcement. Public Health Service Commissioned Corps Officers interested in performing the duties of the position within the Commissioned Corps must address the TQs but are not required to address the ECQs.

Technical Qualifications
In addition to specialized experience, applicants must possess the following technical qualifications that represent the knowledge, skills, and abilities essential to perform the duties and responsibilities of the position:
1. Experience with information technology (IT) project oversight and compliance, including financial controls, system performance, and vendor management. Experience leading the development and implementation of large-scale data and IT programs, preferably incorporating open sources and web-scale technologies. Experience formulating and implementing comprehensive, enterprise-wide data and information strategies.
2. Experience leading enterprise-wide process improvement to incorporate the use of data in decisionmaking and/or financial management activities, including developing and enhancing data analytic capabilities of staff and/or data stakeholders.
3. Skill in demonstrating leadership and collaboration with a wide range of senior level officials on complex issues concerning large-scale data and IT programs. Ability to manage staff who monitor and oversee IT and data programs.
