As a Contract Specialist you will be responsible for the following duties:
ABOUT THE POSITION: This is an Acquisition, Technology & Logistics (AT&L) Workforce Critical Acquisition Position
(CAP) in the Contracting Career Field. Only candidates who meet the requirements for Acquisition Corps membership will
be placed into the position unless a waiver of Corps membership is approved. The Selectee for this position will be
required to sign a written agreement to remain in this critical acquisition position for a minimum of 3 years. The incumbent
will be required to become certified at Level III in the applicable career field within 24 months, unless a Position
Requirements Waiver is approved to extend the 24 months. AT&L position requirements will be used in the evaluation
criteria.

To qualify for a Contract Specialist your resume and supporting documentation must support:
A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited
educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of
study from an accredited institution of higher education in any of the following disciplines; accounting, business finance,
law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and
management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position,
contracting officer position, or comparable military contracting position with authority to award or administer contracts
above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A.
AND B. above. *Applicants must provide copies of official transcripts.
B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to
successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic
DoD 1102 Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade
level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet
eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive
appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the
announcement. Creditable specialized experience includes:
Performing all phases of contract administration specializing in both pre-award and post-award acquisition actions
above the simplified acquisition threshold relative to PBL Contracts.
Planning and conducting negotiations on price, technical requirements, terms, and conditions of PBL contracts
above the simplified acquisition threshold.
Experience in negotiation techniques to serve as the lead negotiator in developing pre-negotiation strategy, in
conducting negotiations for the acquisition of a system, and in directing or performing post award negotiations
involving contract changes or modifications.
