This position has promotion potential to the GS-11/GS-12/GS-13 grade depending on the location and command. If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. This position has a BASIC REQUIREMENT and GS-05: To qualify for this position you must meet one of the Defense Acquisition Workforce Improvement Act (DAWIA) Basic Requirements for Contract Specialist positions described below. Select the one option that best describes you. (You must submit copies of your transcripts supporting your education if selecting option A): A. Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). B) a current employee of the DoD or a member of the armed forces who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000, or I served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty. C) DoD employee in the Contingency Contracting Force. If you meet B, C or D, please upload proof as your transcripts.
For GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05grade level or pay band in the Federal service or equivalent experience in the private or public sector OR possess bachelor's degree which was supplemented by 24 semester hours in accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management AND I have superior academic achievement. In order to be qualified for Superior Academic Achievement, you must meet one of the following provisions: 1. Maintained a grade-point average of "B" (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. - OR - 2. Maintained a grade-point average "B+" (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. - OR - 3. Rank in the upper one-third of your class in the college, university, or major subdivision. - OR - 4. Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. NOTE: GPA's are to rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. GRADUATE EDUCATION: One academic year of graduate
education is considered to be the number of credit hours that your graduate
school has determined to represent one academic year of full-time study. Such
study may have been performed on a full-time or part-time basis. If you cannot
obtain your graduate schools definition of one year of graduate study, 18
semester hours (or 27 quarter hours) should be considered as satisfying the
requirement the requirement for one year of full-time graduate study.
Specialized experience is: 1) experience
assisting in the planning and negotiation of less complex cost-plus-fixed-fee
and small competitive contracts; 2) assist in preparing planning
documents and negotiation of original contracts, basic amendments, change
orders and revisions.
This
position is covered under the Defense Acquisition Workforce Improvement Act
(DAWIA) and requires additional education, training and experience. This
