This position is that of the Executive Director (ED) for the Space and Naval Warfare Systems Center, Pacific located in San Diego, California. The ED provides executive direction requiring a high degree of managerial and technical competency in the planning, conduct, execution, and coordination of broad, frequently large-scale, critical research, development, test, and evaluation (RDT&E) and engineering activities focused on advancing the Navy's technological base in command, control, communication, computer, intelligence, surveillance, reconnaissance (C4ISR), cyber, space and the integration of those systems which overarch multi-platforms. MANDATORY TECHNICAL QUALIFICATIONS:
The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration.
1. Experience in a research and development environment in a C4ISR-type domain.
2. Knowledge of a shipboard installation environment and in-service support in a C4ISR-type domain.
3. Ability to manage a large government civilian workforce in a research and/or development environment.
4. Experience managing in a Naval Working Capital Fund-type environment including balancing overhead expenses with revenue, workload balancing, project/program management, customer interface, and product delivery.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages.

The Office of Personnel Management has identified the following basic educational requirements for this position:
Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) be in a school of engineering with at least one program accredited by (ABET) as a professional engineering program; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -OR- Combination a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional Registration or Licensure: Current registration as a an Engineering Intern (EI), Engineering in Training (EIT) or Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico.
