BASIC DUTY SUMMARY: The incumbent directs the work of the Contracting Directorate. Serves as the principal policy maker for the Commander and Program Executive Office (PEO) regarding systems acquisition and contracting policy matters. Formulates policy and provides staff direction within the Space and Missile Systems Center (SMC) to ensure compatibility and coordination of that policy among various Department of Defense (DoD), Air Force (AF), Air Force Space Command (AFSPC), SMC, PEO Space, and other organizations with vested interest in space acquisition. Maintains cognizance of new policies, reforms and directives issued by higher headquarters. Advises the Commander, PEO Space and SMC operating elements of the impacts of such matters on the planning of systems acquisition and the conduct of SMC programs. Oversees execution of competition management, acquisition planning, business and contract strategy, and negotiation issues and objectives. Provides for coordinated technical, fiscal, legal, and acquisition planning and presentations to the Commander and PEO Space. Collaborates with leaders across the enterprise to determine and or coordinate contracting-related changes affecting their activities.
KEY POSITION: This position is designated as a Key Position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
MISSION ESSENTIAL POSITION: This position is designated Mission Essential - designated employees are defined for peacetime operations and may be applicable to both US appropriated fund and Non-US employees. QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
A. MINIMUM QUALIFICATIONS:
(1) Education Requirement: Candidates must hold a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). This information should be embedded within the resume.
(2) Certification Requirements: This is a Key Leadership Position (KLP), which carries significant responsibility, primarily involving supervisory or managerial duties in acquisition. A 3-year tenure agreement is required for the position. The selectee must also meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE). Please indicate in your resume the level and source of certification or eligibility for certification.
a. Level III certification in Contracting or can be obtained within 24 months.
b. Eligibility criteria for membership in the Acquisitions Corps.
c. Ten (10) years of acquisition experience or equivalent, four (4) of which were in a Critical Acquisition Position (CAP) or equivalent position.
B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
(1) Superior strategic-level comprehension of procurement regulations/contracting principles and substantial depth and breadth of acquisition planning, negotiation, price/cost analysis, competition, and termination techniques; to include demonstrated senior-level proficiency in management and coordination of a wide variety of contractual actions executed concurrently is required.
(2) Proven executive-level knowledge of all acquisition related disciplines and functions and their interrelationships with contracting. An immense degree of initiative to analyze complex situations, identify problems, probe causes, interpret solutions, and render independent decisions as required, and the ability to recognize impact of decisions or actions in terms of schedule, cost, and risk involved.
(3) Sustained senior-level experience in Systems Procurement coupled with the capability to establish and sustain rapport with professional contemporaries at the highest levels the federal government, private sector, and academia.
C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. ECQs should focus on relevant and recent experience, education and training accomplishments within the last 10 years. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. D. DESIRABLE QUALIFICATIONS: The following will be used to help rate and rank candidates:

ADDITIONAL INFORMATION:
A. U.S. CITIZENSHIP. You must be a U.S. citizen to qualify for this position.
B. MOBILITY. Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement.
C. EXECUTIVE PERSONNEL FINANCIAL DISCLOSURE REPORT (Standard Form 278). Selected candidate must file this report in accordance with the Ethics in Government Act of 1978.
D. TOP SECRET SECURITY CLEARANCE. Successful candidates must be able to meet the standards required for a national security clearance. Those standards are reflected in the SF 86 (www.opm.gov/Forms/pdf_fill/sf86.pdf). This position has been designated Critical-Sensitive and the selectee must have or be able to obtain a TOP SECRET clearance.
E. DRUG TESTING POSITION. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Position requires that the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment. This position also requires incumbent may be subject to random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.
F. TRAVEL. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
G. DUTY HOURS. This position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.

I. PROBATIONARY PERIOD. An individual’s initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
