Duties
Duties include:
- Plans, directs and manages the activities of the Commodity Management Section.
- Exercises authority to plan and coordinate the Commodity Management Section and synchronize requirements with other services/sections in the development of a sound course of action.
- Ensures maximum effectiveness in the management of inventories
- Establishes procedures and oversees and reviews physical inventories and supply reconciliation.
- Analyzes, studies, develops, and directs systems in connection with the EX requirements in the medical center's annual budget development and strategic planning.
- Provides EX expertise and serves as a key advisor on issues regarding activation and major consumable purchases.
- Serves as a focal point for correspondence with procurement officials, vendors, project engineers and other stakeholders to resolve inventory issues.
- Oversees the use of automated inventory management system, such as General Inventory Package (GIP) or other equivalent system, to maintain current inventory data.
- Supervises employees from separate but interrelated units comprised of the Inventory Management, Medical Supply Distribution and may include the Purchasing section.
- Resolves informal complaints and grievances, discusses corrective actions with employees, and recommends appropriate disciplinary and/or adverse action
- Coordinates and integrates the various technical units of the Commodity Management Section to ensure the staff comprehends, applies, and is in compliance with the National Standardization Programs.
- Conducts on the job training and in service training throughout the VA HCS and supported catchment area.
- Manages Federal and agency programs for the return and reutilization of medical supplies.
- Participates in Root Cause Analysis process to assist in determining how the supply chain is impacted upon a near miss or patient care mishap.

Supervision in various work settings includes warehouses, stock rooms, oxygen bulk rooms, operation rooms, and other specialty areas throughout the Medical Center. Manage work around warehouse equipment, carts, or machines. The use of protective clothing or gear such as masks, gowns, safety shoes, goggles, hearing protection, and gloves is frequent. Observation of normal safety practices and observance of the fire regulations is required. Areas of work managed range from extremes of temperature, humidity, and ventilation-controlled areas to no environmental controls at all.

NOTE: Participation in the seasonal influenza program is a condition of employment and a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.
As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the Department of Veterans Affairs (VA), if after November 22. VA will provide additional information regarding what information or documentation is needed and how you can request a legally required exception from this requirement.
