Duties

Help

Working in the Enterprise Architecture Program Office of the Library of Congress, the Solutions Architect coordinates multi-disciplined teams of IT and partner subject matter experts to formulate effective IT solutions. This includes planning, managing, and integrating separate functions of business capability, cost, vendor review, solution development, maintenance requirements, and quality control into activities needed to sustain IT systems throughout the life cycle. The Solutions Architect also provides input to the development of project initiation documents when needed.

Provides technical and architectural leadership for systems and initiatives. Leads technical design sessions. Leads the planning of new applications/solutions from conception to completion. Ensures a maximally robust solution concept is developed.

Analyzes alternatives and recommends solutions relating to the complete life cycle for information systems and information systems components. Plans system interfaces and integration solution architecture based on established EA strategy. Recommends the utilization of new and/or commercial off-the-shelf systems (COTS) and open-source solutions where possible to minimize custom development. Performs trade-off analysis. Discusses alternative solutions with users, developers, engineers, and management and develops recommendations and proposals for senior management for concurrence and/or guidance on how a proposed solution should adapt to Library management-level priorities and concerns. 

Monitors the performance of programmatic and system activity through review and analysis of reports and other available information.  Identifies and implements IT process reform initiatives to reduce total program cost and more effectively meet customer requirements. Verifies stability, interoperability, portability, auditability, security, and scalability of application architectures.

Provides authoritative reference models architecture for the Library.  Maintains Federal Enterprise Architecture Framework (FEAF) concepts, understands industry EA frameworks, techniques, and implementation details.  Oversees the planning, designing, developing, and implementing of an agency-wide enterprise architecture that addresses mission-critical enterprise objectives.

Plans and manages organization specific and enterprise-wide IT initiatives involving innovative and industry best practices.  Leads large, inter-governmental IT initiatives with high risk, high visibility, mission critical objectives.

Develops and implements strategies and management guidelines for complex and changing IT systems. Provides high level technical guidance and counsel to management and other key officials on matters relating to new or modified basic policies and programs that affect or relate to existing capabilities.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
