This position serves as a recognized subject matter in the analytical and evaluative methods, principles and practices to improve program efficiency. He/she applies knowledge of the FAA's NextGen's legacy and emerging technologies and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Prepare and coordinate NextGen emerging systems and technologies in the National Airspace System (NAS). Lead work groups of Service Area SMEs to support pre-deployment activities.
Applies experience and expert knowledge of qualitative and quantitative methods and concepts to use in conducting functional activities for project and program that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives.
He/she reviews and analyzes draft regulations, manuals and directives, revising existing Air Traffic Organization policies/documents to meet the NAS infrastructure requirements. He/she conducts analysis of critical program areas to develop performance measures to track viability and success of supply support policies within Technical Operations. Identify improvements and efficiencies with the management policies and procedures in areas such as manpower, productivity, and work improvement. Provide key input on Operations Concept, Maintenance Concept, and associated strategies. Coordinate with the FAA Logistics Center and Program Offices for logistic support and associated strategies.
Identifies, defines, and organizes resources for large projects/programs management functions within budget, as necessary acquires and allocates resources to accomplish activities within established schedules and budgetary requirements to meet management deadlines. Conducts project management for maintenance automation initiatives which may include; Remote Maintenance and Monitoring (RMM), Remote Monitoring and Logging System (RMLS), Human Factor (HF), Technical Operations Control Center (TOCC) support, requirements analysis, configuration management or contract management.
Contacts are internal and external. Often represents the AJW and the ATO as a principal point of contact to provide advice and guidance on the applications of policies and procedures involving major segments of the NAS. Prepare and review complex assignments with potentially broad impact on the NAS. Collaborate with system users, planners, engineers, and vendors involving NextGen systems and services. He/she formulates and recommends enhancements for the efficiency of current NAS systems and future NextGen services and technologies during transition to end state NextGen system.
He/she is often asked to develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. Develop future concepts and policies in preparation for NextGen emerging systems and technologies in the NAS. May create new solutions and policy interpretations as situations require.
Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities
All applicants must demonstrate one year (52 weeks) of professional specialized experience equivalent to the next lower grade level (GS/FG-13 or FV-I to qualify for the FV-J pay band) in the Federal government.
One year of specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or directly related to the work of the position to be filled. To be creditable, Specialized experience must have been at least equivalent to the next lower grade in the normal line of progression for the occupation in the organization.
