The incumbent utilizes broad specialized knowledge of the mission, organization, programs and requirements of healthcare delivery systems, and the unique characteristics of this healthcare system (resources, programs, affiliations, demographics, policies, procedures, etc.) to provide expert analysis and to advise the Chief of Staff and assist VISN 16, and VHSO Executive Leadership. Duties include but are not limited to:
Supervises all administrative functions of the Chief of Staff Office to include budget plans, workflow and providing guidance to office staff.
Maintains and improves systems of delivering health care by developing better programs and policies.
Develops and implement both long and short term policies, procedures and objectives;
Reviews and evaluates completed staff action (congressional correspondence, issue briefs, memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy;
Assigns and monitor performance of critical elements, monitor functional statement assignments, and rate individual employee's ability to successfully carry out work assignments;
Recognizes and/or is directed to problems and problem areas within the healthcare system and presents both written and oral recommendations taking into full consideration the wide range of factors and requirements which impact the management of the healthcare organization;
Adapts general administrative principles, practices, processes and techniques to meet the specialized requirements of the healthcare delivery system and to facilitate the effective use of available resources.
Assists executive leadership in formulating the budget, bringing to attention special items of consideration which are impacted by constantly changing emphasis on the various programs as directed by VA Central Office.
Participates in activations, special studies and projects, both as chairman/leader of the project or study group or as an active member.
Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
Performs other related duties as assigned.
Work Schedule: Monday thru Friday, 7:00 am - 3:30 pm or 7:30 am - 4:00 pm or 8:00 am - 4:30 pm (subject to change based on the needs of the agency)
